How is this allowed?
It's not allowed. Germany has very strict regulations on food imports and labeling. The way that most of these regulations work isn't that the food label has to first pass some inspection to be "cleared." Companies are expected to follow the law. If they are found to be in violation of the law, then penalties are assessed. In the case of food imported from China to Germany, the importer is the legally responsible entity.
You should report the importer (HERMANN Commerce GmbH) to your State's local food control authority.
